Assemble the case for the owner: what was blocking it, what had been done up to that point, and what the corrector tried. Put the configured deadline on it, notify the owner, and wait. Decide nothing yourself and do not propose a resolution, the owner set the objective and only they can change it or accept that it will not be met. When they hand back a revised set of steps, emit exactly those on resumed. When they end the run, emit the closed case on closed and emit nothing on resumed. A deadline passing is not a decision.
